米団体、先制不使用政策実現ための行動の呼びかけ──8月6日に

米国「憂慮する科学者同盟(UCS)」は、8月6日、核兵器を先には使わないとの政策を米国が採用するように行動することを呼びかけるメールを発信しました。「広島を記念して：議会は、米国が核戦争を決して始めないようにしなければならない」と題されたメールがUCSのサポーターに求めているのは、今年1月30日に議会に提出された先制不使用(No First Use)法案を支持する議員を増やすことです。そして、2020年の大統領選挙に向けて、候補者らが先制不使用についての立場を明らかにするよう求めるキャンペーンを進めることです。以下、米国の平和運動の焦点の一つを示すものとして、呼びかけを訳出しました。

今日は広島記念日、米国による日本の広島に対する核爆撃の74周年です。三日後の8月9日、米国は、二つ目の原爆を長崎に投下しました。これらの二つの原爆だけで、20万人以上が死亡したと推定されています。この悲劇は、今なお世界中の人々が感じ続けています。

これらの兵器の破壊力と非人道性は、今も現実のものです。そして、核戦争の脅威は増大しています。

ドナルド・トランプと彼の政権は、間違った方向に私たちを導いています。新しい、使用しやすい核兵器を提案し、保有核兵器の全てを再構築する1兆ドルの計画を推し進め、そして、重要な軍備管理条約を破棄するというものです。

しかし、あなたの協力で、核兵器のない世界に近づく新しい、より安全な道を切り開くことができます。その第一歩は、米国は核兵器を最初に使うことはしないとの方針を確立するシンプルなアイデアです。あなたの選挙区の連邦議会議員に先制不使用法案の共同提案者になるようにとのメッセージを送ってください。議会に言ってください。「米国は決して核戦争を始めてはならない。」(Tell Congress: The United States Should Never Start a Nuclear War)

アダム・スミス下院議員（ワシントン州）とエリザベス・ウォーレン上院議員（マサチューセッツ州）が提出したこの法案は、一つのセンテンスだけでできています。「核兵器を先には使わないというのが米国の政策である。」この常識的政策は、世界中の米国の同盟国と敵対国に間違いようのないシグナルを送り、我が国に対し核兵器が使われるリスクを大幅に減らすことなります。きわめて単純です。

2020年大統領選挙キャンペーンが中盤戦にはいり、議員が夏休みで地元に戻っている今は、行動を起こす重要な時です。そして、進展が得られています。先制不使用問題は、最近のデトロイトにおける大統領候補討論会で議論され、候補者たちは、選挙遊説において核兵器について聞かれています。私たちの活動の成果です。しかし、もっと多くの議員を味方につける必要があります。

核兵器は、人類の生存を脅かしています。二度と使うことを許してはなりません。私たちは、私たちの子供たち、地域社会、そして、広島、長崎のひとびとに対して義務を負っています。あなたの選挙区の議員に、今日、先制不使用法案を支持するよう呼び掛けてください。

Urge your members of Congress to co-sponsor the No First Use Act 
Dear UCS supporter,
Today is Hiroshima Day, the 74th anniversary of the US nuclear bombing of Hiroshima, Japan. Three days later, on August 9, the United States dropped a second bomb on Nagasaki. It is estimated that more than 200,000 people died from just those two bombs. This tragedy continues to be felt by people all over the world. 
The devastation and inhumanity of these weapons remains all too real – and the threat of nuclear war is increasing. 
Donald Trump and his administration are taking us in the wrong direction, proposing new more usable nuclear weapons, moving forward with $1 trillion plans to re-build the entire nuclear arsenal, and walking away from critical nuclear arms control agreements.  
But with your help, we can forge a new, safer path and move us closer to a world free of nuclear weapons.  And the first step is a simple idea establishing a policy that the United States will never use nuclear weapons first. Write to your members of Congress to co-sponsor the No First Use Act.
Introduced by Representative Adam Smith (WA) and Senator Elizabeth Warren (MA), the bill is exactly one sentence: “It is the policy of the United States to not use nuclear weapons first.” This common sense policy would send an unmistakable signal to allies and adversaries around the world and would greatly reduce the risks that nuclear weapons would be used against us. It’s that simple.  
With the 2020 presidential campaign in full swing and Congress back home for August recess this is a key time to act— and progress is being made.  The issue of no first use came up in the recent presidential debate in Detroit thanks to our work, and candidates are being asked about nuclear weapons on the campaign trail. But we need to get more members of Congress on board.  
Nuclear weapons threaten humanity’s survival. They can never be used again. We owe it to our children, our communities and the people of Hiroshima and Nagasaki.
Urge your members of Congress to support the No First Use Act today.
